Summary

I'm experimenting with high level Commanders because PHR cards are just soooooo good.  I really think the cards are their hidden strength.  The cards really help equalize them on the table in regards to things like movement and repairing units.  I think high level commanders are the way to go with PHR.
 
I can't claim any great skill for winning this game.  Mostly Reeces dice kicked him in the jujubes.  I think what really saved my bacon was being able to win initiative consistently and dictate who went first.  Essentially allowing me to react to, rather than anticipate, his Desolator movement.
 
Also, he may have over extended himself.  I got a squad of immortals in his home quarter (thanks to an underground monorail card) and he didn't have anything much to repel them with because his entire army was too far forward.  He would have had to turn around and abandon his presence in one of the neutral quarters.
